India registered 21,511 new companies in August 2026. Among the 27 states with companies in the files, Maharashtra registered the most (3,510); among the 7 union territories, Delhi did (1,725). How places are counted and ranked
Why states and union territories are ranked separately
Several union territories are largely urban. Delhi and Chandigarh are city territories, so their new companies per million people are not comparable with whole states that include large rural areas. To keep every comparison fair, states are ranked only among states and union territories only among union territories, and no table on these pages mixes the two.
Where a company's location comes from
The MCA monthly incorporation files have no address or city column. Each company is placed by the Registrar of Companies (ROC) code in its Corporate Identification Number (CIN), the number the Registrar allots at incorporation. A company is registered with the ROC that has jurisdiction over its registered office, and each ROC code maps to exactly one state or union territory. Where a place has more than one ROC office, as Maharashtra has four, the offices are added together.
Business birth rate
New companies in a month per million people, using the 2024 projected population (UIDAI Aadhaar report, 31 October 2024). India's rate in August 2026 was 15.3. Places with fewer than 1 million people are listed with their rate but not ranked, because a single company moves their rate sharply.
Divisions
The Founders' League is played by states: 20 states in a Premier Division and a Challenger Division of 10 each, seeded on March 2026 volumes, with promotion and relegation each quarter on quarter points. The seven smaller states with companies in the files play outside the league as Emerging states. Union territories have their own table instead.

Which state registered the most new companies in August 2026?
Maharashtra, with 3,510 new companies in August 2026, followed by Uttar Pradesh with 2,381 and Karnataka with 1,642. Among union territories, which are ranked separately, Delhi led with 1,725. From January to August 2026, Maharashtra registered 29,708 companies, 16.47% of India's 1,80,429.
Which state has the highest business birth rate?
Telangana, with 38.3 new companies per million people in August 2026, followed by Haryana at 37.7 and Goa at 37.3, against 15.3 for India. Among union territories with at least 1 million people, Delhi led at 79.3. The rate uses the 2024 projected population, and places with fewer than 1 million people are listed but not ranked.
How often are these figures updated?
Every month. The figures come from the monthly incorporation files of the Ministry of Corporate Affairs and are published on Index Day, the second Tuesday of the month. The next Index Day is Tuesday 13 October 2026, with September 2026 data. Each release recalculates the whole series, so earlier months can change slightly if the MCA revises a file; cite the month with any figure.
Why do Sikkim and Ladakh have no page?
The January to August 2026 MCA files contain no companies under the ROC codes for Sikkim and Ladakh, so there are no figures to show. They are named on this page so that the list of states and union territories is complete. A page is added for any place as soon as companies appear under its code in a monthly file.

Choosing where to register?
A company is registered with the ROC that has jurisdiction over its registered office, and that office decides the state or union territory it counts for here. The application is made through SPICe+ (Simplified Proforma for Incorporating Company Electronically Plus), the MCA web form INC-32 that combines name reservation and incorporation.
The registered office also affects the cost: stamp duty on the memorandum and articles of association differs by state and union territory, so check it before you settle the address.
After incorporation, a company with share capital must file its declaration for commencement of business in Form INC-20A within 180 days, and its Board must appoint the first auditor within 30 days. A limited liability partnership (LLP) is incorporated through Form FiLLiP and must file its LLP agreement in Form 3 within 30 days of incorporation.
